Resolution on Unified Registry of Dubai Government Employees issued by Hamdan bin Mohammed

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council has released Executive Council Resolution No. (25) of 2020 on the ‘Unified Registry of Dubai Government Employees.'

The Unified Registry aims to provide a legitimate source of employee data and a classification scheme to ensure the data's consistency and durability. It also wants to guarantee that the Dubai Government's human capital data is successfully handled as a result of the implementation of policies relevant to Dubai's smart transition.

According to the new Resolution, the ‘Unified Registry of Dubai Government Employees' would be established inside the online portal that is used to release and share Dubai Data, which is administered by the Dubai Government Human Resources Department and the Dubai Data Establishment. The Registry would be the only official source of data on Dubai Government workers.

According to Abdulla Ali bin Zayed Al Falasi, Director-General of the Dubai Government Human Resources (DGHR) Department, the Dubai Government has a strong vision to promote a quality culture in all domains, driven by the emirate's leadership dream.  He further said that Dubai has obtained excellent performance in main areas such as IT infrastructure.

He said that reliable and up-to-date data aids decision-making in human resource management and planning, which is one of the critical components in achieving Dubai's growth goals. "By organizing details, the 'Unified Registry of Dubai Government Employees' promotes improved strategic management and human resource growth," he explained.

The Registry will combine employee details from all government agencies in Dubai thanks to a partnership between DGHR and Smart Dubai. The new Resolution will be incorporated by the DGHR as the first entity.

According to Younus Al Nasser, Assistant Director-General of Smart Dubai, the Registry is a watershed moment in Dubai's efforts to enhance planning for the future and make wise decisions based on fact. He emphasized that human capital is the true prosperity of Dubai and the UAE.

"We utilized cutting-edge data analytics to create this Registry, and we are optimistic that it would improve government operations by improving competencies, creating employment opportunities, enhancing Emiratisation, and ensuring efficient preparation for potential needs," Al Nasser said.

"Privacy and data security became our top priorities when creating the Registry." We were eager to implement the highest level of protection for IT infrastructure and guidelines to ensure secure data access and delivery in collaboration with the Dubai Electronic Security Center.

According to Ahmed bin Meshar, Secretary-General of the Supreme Legislation Committee in Dubai, the Registry's launch is a constructive measure that opens the way for an improved regulatory process for human capital. It will allow for the implementation of more productive data-driven strategies for managing national expertise and the human resources of the Dubai government.

According to Yousef Hamad Al Shaibani, Chief Executive Officer of the Dubai Electronic Security Center, the Centre is entrusted with maintaining the security and privacy of the Registry as a strategic collaborator of the Dubai Government. It has developed the appropriate data controls and regulations designed to assure business continuity and the protection of the city's cyberspace, which is a critical cornerstone of a prosperous digital economy.

The Human Resources Department of the Dubai Government is in charge of providing agencies and person access to the Registry and sending financial reports to the Dubai Data Establishment.

The Dubai Data Establishment is in charge of planning the Registry, connecting it to existing documents in Dubai, and developing standards for evaluating the quality of data generated by the Dubai Government Human Resources Department.

The Dubai Data Establishment is also in charge of educating staff and telling them about the Registry's different applications and protecting its security and privacy. The Establishment is in charge of sending yearly accounts to The Executive Council on the dedication shown by government bodies to comply with the new Resolution. It will work closely with the Dubai Electronic Security Center to maintain data confidentiality and reliability.

Smart Dubai is the body in charge of the Government Resources Planning System, as per the Resolution. Smart Dubai is in charge of maintaining, supervising, and reviewing the System in compliance with the Registry, and collaborating with the Dubai Electronic Security Center on cybersecurity issues.

The Dubai Electronic Security Center is in charge of maintaining the System's cybersecurity and working with Dubai Data on data security and associated system issues.

Government agencies must identify the data deposited into the Registry in compliance with Dubai Data policies and create arrangements for the seamless entry of employee details into the Registry.

The Director-General of Dubai Data, in coordination with the Director-General of the Dubai Government Human Resources Department, will provide the necessary decisions to implement this Resolution. Any judgment that violates or disputes the Resolution's articles is null and void. The Resolution will be issued in the Official Gazette and will be valid like date of issuance.
